A complaint has raised fresh questions over the public association of Tunday Kababi with UNESCO’s recognition of Lucknow as a Creative City of Gastronomy.

According to the representation submitted by Urvashi Sharma, the international recognition belongs to the city of Lucknow, its culinary ecosystem, cultural heritage and gastronomic traditions, and not to any individual private commercial establishment. The complaint seeks official documentary clarification on whether public messaging has created an impression that Tunday Kababi itself enjoys direct UNESCO recognition or endorsement.

The representation names three persons stated to be associated with ownership, management or directorial responsibility: Tausif Jahan, Mohd. Usman and Mohd. Salman. The complaint does not itself establish wrongdoing, but requests verification of records and regulatory review by competent authorities.

In the complaint, Sharma has referred to reported departmental scrutiny by authorities in Lucknow relating to establishments operating under the Tunday Kababi brand. The representation cites alleged issues including planning and structural scrutiny, food safety and sanitation notices, fire safety observations, and questions concerning public health, consumer safety and lawful operational compliance. It further states that the concerns reportedly extend beyond a single outlet and may involve multiple establishments operating under the same brand identity.

A central question raised in the representation is whether the formal nomination dossier submitted for Lucknow’s inclusion in the UNESCO Creative Cities Network expressly relied upon Tunday Kababi or any specific private commercial establishment by name. The complaint asks authorities to examine nomination records, annexures, forwarding communications and related official files to determine whether any individual business was formally profiled, annexed or institutionally represented.

The representation also urges authorities to place on official record that UNESCO’s recognition pertains to the city of Lucknow and its wider gastronomic ecosystem unless any express documentary material states otherwise. It further seeks examination of whether any public-facing commercial representation suggesting direct UNESCO endorsement may require correction, clarification or regulatory guidance.

At the centre of the matter is the public-interest campaign of Urvashi Sharma, who has presented the issue as one of institutional transparency, documentary accuracy and consumer clarity rather than opposition to Lucknow’s culinary heritage. Her representation emphasizes that the objective is to protect the credibility of Lucknow’s internationally respected gastronomic identity and preserve public trust in cultural recognition.

Sharma has requested that relevant authorities preserve nomination files, inspection reports, notices, proceedings, annexures and related documentary records so that the matter may be examined on the basis of official evidence.

No official determination has yet been reported on the merits of the allegations or on whether any corrective action will follow. The complaint presently remains a request for clarification, documentary verification and regulatory review by the competent authorities.

टुंडे कबाबी को लेकर एक नया सार्वजनिक विवाद सामने आया है। सामाजिक कार्यकर्ता एवं आरटीआई कार्यकर्ता उर्वशी शर्मा द्वारा प्रस्तुत एक प्रतिनिधित्व में यह प्रश्न उठाया गया है कि क्या लखनऊ को “क्रिएटिव सिटी ऑफ गैस्ट्रोनॉमी” के रूप में प्राप्त अंतरराष्ट्रीय मान्यता का ऐसा व्यावसायिक प्रचार किया जा रहा है, जिससे आम लोगों के बीच यह धारणा बन रही है कि टुंडे कबाबी स्वयं यूनेस्को द्वारा मान्यता प्राप्त या विशेष रूप से अनुमोदित प्रतिष्ठान है।

प्रतिनिधित्व में कहा गया है कि उपलब्ध आधिकारिक अभिलेखों के अनुसार यह मान्यता किसी एक निजी व्यावसायिक प्रतिष्ठान को नहीं, बल्कि पूरे लखनऊ शहर, उसकी समृद्ध पाक परंपरा, सांस्कृतिक विरासत और व्यापक खाद्य-संस्कृति को प्रदान की गई है। इसी कारण शिकायत में इस सार्वजनिक प्रस्तुतीकरण की तथ्यात्मक शुद्धता और संस्थागत स्पष्टता पर प्रश्न उठाया गया है।

शिकायत में टुंडे कबाबी के प्रबंधन अथवा निदेशक स्तर से जुड़े तीन नामों का उल्लेख किया गया है—तौसीफ जहाँ, मोहम्मद उस्मान तथा मोहम्मद सलमान। प्रतिनिधित्व में स्पष्ट किया गया है कि इन नामों का उल्लेख स्वामित्व, प्रबंधन अथवा निदेशक संबंधी जिम्मेदारियों के संदर्भ में किया गया है और सक्षम प्राधिकारियों से दस्तावेजी सत्यापन की मांग की गई है।

उर्वशी शर्मा ने अपने प्रतिनिधित्व में यह भी कहा है कि उनके सार्वजनिक हित में किए गए प्रयासों और शिकायतों के बाद लखनऊ में टुंडे कबाबी ब्रांड से संचालित प्रतिष्ठानों के संबंध में विभिन्न विभागों द्वारा जांच-पड़ताल और निरीक्षण किए गए। शिकायत के अनुसार इन जांचों में कथित रूप से अनधिकृत निर्माण, भवन मानकों से विचलन, खाद्य सुरक्षा एवं स्वच्छता संबंधी कमियां, अग्नि सुरक्षा संबंधी आपत्तियां तथा सार्वजनिक स्वास्थ्य और उपभोक्ता सुरक्षा से जुड़े प्रश्न सामने आए। प्रतिनिधित्व का दावा है कि ये मुद्दे किसी एक इकाई तक सीमित नहीं हैं, बल्कि एक ही ब्रांड के अंतर्गत संचालित अनेक प्रतिष्ठानों से संबंधित हो सकते हैं।

प्रतिनिधित्व में एक महत्वपूर्ण प्रश्न यह भी उठाया गया है कि क्या राज्य सरकार अथवा भारत सरकार द्वारा यूनेस्को क्रिएटिव सिटीज नेटवर्क के लिए भेजे गए औपचारिक नामांकन दस्तावेजों में टुंडे कबाबी अथवा किसी विशिष्ट निजी व्यावसायिक इकाई का नाम स्पष्ट रूप से शामिल किया गया था। इसी आधार पर संबंधित प्राधिकारियों से नामांकन फाइलों, परिशिष्टों, अग्रेषण पत्रों और आधिकारिक अभिलेखों के परीक्षण की मांग की गई है।

उर्वशी शर्मा ने यह भी अनुरोध किया है कि जब तक दस्तावेजी सत्यापन पूरा न हो, तब तक आधिकारिक रूप से यह स्पष्ट किया जाए कि यह मान्यता लखनऊ शहर और उसके व्यापक गैस्ट्रोनॉमिक तंत्र से संबंधित है, न कि किसी एक निजी प्रतिष्ठान के व्यक्तिगत प्रमाणन या विशेष अनुमोदन से।

इस पूरे प्रकरण में उर्वशी शर्मा की भूमिका एक सक्रिय जनहित प्रहरी के रूप में सामने आई है। उन्होंने स्पष्ट किया है कि उनका उद्देश्य लखनऊ की पाक विरासत को कमतर करना नहीं, बल्कि उसकी प्रतिष्ठा, विश्वसनीयता और अंतरराष्ट्रीय सांस्कृतिक पहचान की गरिमा को सुरक्षित रखना है। उनके अनुसार जब किसी अंतरराष्ट्रीय सांस्कृतिक मान्यता का सार्वजनिक और व्यावसायिक उपयोग किया जाता है, तब तथ्यात्मक स्पष्टता, दस्तावेजी शुचिता और नियामकीय अनुपालन सार्वजनिक महत्व के विषय बन जाते हैं।

प्रतिनिधित्व में संबंधित विभागों से यह भी आग्रह किया गया है कि नामांकन अभिलेख, निरीक्षण रिपोर्टें, नोटिस, कार्यवाहियां और अन्य संबंधित दस्तावेज सुरक्षित रखे जाएं ताकि पूरे मामले की निष्पक्ष एवं अभिलेख-आधारित जांच सुनिश्चित की जा सके।

फिलहाल इस शिकायत पर किसी सक्षम प्राधिकारी द्वारा कोई अंतिम निष्कर्ष सार्वजनिक नहीं किया गया है। मामला इस समय आधिकारिक स्पष्टीकरण, दस्तावेजी सत्यापन और नियामकीय समीक्षा की मांग के रूप में विचाराधीन है।
